Ray Carlisle is President and Co-Founder, 1985 to present, National Association of Real Estate Brokers, Investment Division (NID Housing), a HUD approved national intermediary housing counseling and community development organization. Mr. Carlisle is the second Honorary President of the National Association of Real Estate Brokers (NAREB), founded in 1947. He is a nationally recognized expert on urban resident and commercial valuations, finance, redevelopment strategies, and equitable minority inclusion policy development and monitoring.

Vice President of Housing Programs

Latisha Carlisle rose through the ranks over 15 years to become Vice President of Housing Programs and leads NID’s Comprehensive Housing Counseling Program with the Federal Housing and Urban Development Agency (HUD) where she oversees strategic planning, program development, and executing HUD grant mandated activities.

Assistant General Counsel, VP Technology and Fund Development

Steven Hicks has served as the primary legal counsel for NID Housing’s day-to-day organizational needs for over a decade. As the organization has expanded, Steven has assumed the roles of VP of Development and Technology. While most of his work is embedded in NID Housing’s infrastructure, and not readily visible, Steven is pleased to have been the project lead and primary contributor to the redevelopment of NID’s website.

Senior Housing Counselor

Olga L. Tovar works as a Senior Housing Counselor and administrative assistant at the NID National Office in Oakland, CA. Olga previously worked as a counselor assistant at a NID certified branch office. After only a year, she became a certified housing counselor. Olga brings her experience and multilingual talents as one of NID’s Senior Housing Counselors in Oakland. She is also instrumental in maintaining the day-to-day administrative affairs of the National Office, and will likely be the voice answering your call to the National Office!
